In reply to your communication dated the 24th ultimo, and addressed to my predecessor in office, I have to say that you are authorised to take Mr. Armstrong's draft for the amount due, with interest to the day on which the draft is drawn and received by You.

The draft may be made payable to Philo White Esqr. or Edward W. Cox Esqr. or to the order of either of them, as it is very uncertain who will be Navy Agent when the draft shall arrive at Lima.

You will be particularly careful, however, in closing the business with Mr. Armstrong, that the rights of the government, be in no manner impaired, by any arrangement you may make with him.1
