1. November 1803. Tuesday. The bill creating six per Cent Stock, eleven millions and a quarter, conformably to the Convention with France, was debated at the second reading.— At the close of the first Section there was a proviso, authorizing the Secretary of the Treasury, with the approbation of the President, to alter the terms of the contract, with the assent of the proprietors of the Stock— As this had some colour of departing from the compact with France, I moved to insert the words, “and with the assent of the French Government”— Mr: Taylor moved another amendment, limiting the power of varying the terms, to that of shortening the periods of payment. The debate on these proposed amendments after lasting untill the usual hour of adjournment, was left undecided.
