House— Speight offers a joint Resolution for supplying the members of the present Congress who were not members of the last Congress, with the books which were supplied to them—which passes to a third reading with an Appropriation—

Chilton’s Pension resolution— Hubbard answers Pinckney. I asked the Speaker if an Appropriation could be made by a joint Resolution—he said yes—but that it must go through a Committee of the whole— The House went into Committee of the whole— Conner in the Chair (Foster refused)— In Committee of the whole Foster violently attacks the Resolution itself— Moves that the Committee rise—to recommit the Resolution to the Committee of the Library to ascertain the amount of the Appropriation— Question taken no Quorum—after some debate the Committee rise and report the fact— The consideration of the Resolution is postponed—
