Seymour Horatio Southard Samuel

Mr Seymour, the Senator from Vermont, called to speak of the appointment of a Collector at Oswegatchie in the State of New-York, concerning which Mr Fosdick had written to him— I told him I had sent to the Senate the name of Matthew Myers, who had received the temporary commission, at the recommendation of the former Collector Hackley—of the two Generals Van Rensselaer, and of J. W. Taylor— I have received no complaint against him, though Mr Fosdick in a Letter speaks of him as an indolent man and Martindale, told me he suspected the intention of S Wright, now the Representative from the District was to let me make the nomination of Myers, and then to bring charges against him before the Senate, for the pleasure of inducing that body to reject my nomination. But as no charge has been made known to me, I have sent in the name of Myers; and the Senate will act upon it as they think proper— Mr Seymour mentioned to me that his Colleague Chase had been unwell, which had been the only reason of his not having called here— I had enquired how he was of Mr Seymour at the Drawing room the evening before last— Seymour says that the late Governor of Vermont C. P. Van Ness and W. A Bradley, the late Member of Congress, are indefatigable in their exertions, to raise a party in opposition to the Administration in that State; but hitherto with little success. I told Seymour that one cause of the opposition of these two men, is the claim which they have for Salaries, as Commissioner and Agent under the 5th. Article of the Treaty of Ghent 374which was rather harshly reduced by an Act of Congress, which I regretted and disapproved; but which I could not break through to make the allowances claimed by them. They know they cannot obtain them from this administration— They hope to get them by a change. Mr Southard came, upon the appointment of a Navy Agent at Lima; and brought recommendations for several persons— But it was late and we had not time to discuss their several pretensions— I spoke with Mr Southard of the proceedings of the Court Martials on Midshipman H. A. H. Morris, and Lieutenant William Foster, both of whom are sentenced to be cashiered— We had company to dine, Samuel Anderson, James and Mrs and Miss Cornelia Barbour Edward Bates Daniel A. A. Buck, Ezekiel F Chambers,    Claiborne, James Clark, Henry and Mrs Clay, Lewis Condict, David Crockett John D and Mrs Dickinson, Powhatan Ellis, Nathanael and Mrs Frye, Thomas J. Hellen Richard M. Johnson, Albion K Parris, Richard and Mrs Rush, Oliver H Smith, Samuel L and Mrs Southard John Taliaferro, John and Mrs Varnum, Gulian C Verplanck, George C. Washington, and Lewis Williams. Those underscored did not come.
